Note that Lady Liberty is extending the torch outward. The French gave this statue to America to commemorate our Fourth of July Independence Day celebration. It symbolizes the universal spirit of liberty being extended to all people throughout the world.
Lady Liberty was never meant to be the sole beacon for the worlds masses yearning to be free as the poem inside the base of the statue expresses. The true intent of this gift was lost after many generations of immigrants, passing by the statue, when being processes, equated Lady Liberty as a symbol beckoning and welcoming them to her shores reminiscent of a modern day sanctuary city.
Liberty is for all men in all places. Liberty is not a geographic location. The Statue of Liberty is the true beacon of the Spirit of Freedom with the torch extended to illuminate even the darkest places where tyranny holds men enslaved. It's extended rays are intended to ignite the fires of freedom within every man, in all places, that they may, by their efforts, enjoy the blessings of Liberty
